How Towergate unified policy administration with Dufrain

Towergate, one of the UK’s largest insurance brokers, had grown rapidly through the acquisition of over 300 businesses.
This left their Advisory division operating across more than 120 Policy Administration Systems (PAS), creating inefficiencies, high costs, and inconsistent client experiences.
The business needed to consolidate its systems into a single target platform, Acturis, to simplify operations, improve service, and enable consistent, customer-aligned workflows.

Dufrain began with a four-week data investigation to assess feasibility, identify gaps between source and target systems, and define a high-level migration approach. From there, our data migration experts designed a dynamic, flexible, and metadata-driven framework capable of scaling across diverse and complex legacy platforms.
Following a successful proof of concept (PoC), the first migration — across five OpenGI branches was completed. This validated the approach and identified key refinements needed for scale.
As the full rollout progressed, the migration became a bi-weekly delivery cycle, supported by:
- Close collaboration between Dufrain and Towergate
- A geographically distributed delivery team (supporting migrations from Aberdeen to Jersey)
- Clear roles, project governance, and continual process improvement
- A focus on site engagement, data mapping, testing, and on-site support

- A re-usable data migration framework was created and adopted
- Bi-weekly migration cycles were successfully implemented
- The Acturis platform now supports 90% of Towergate’s broker business
- Improved colleague and client experiences, aligned workflows, and simplified system maintenance
- A strong working partnership was established across technical and operational teams
